Yes, that's captsnuf correct. You can, but will last longer and better if you put a primer. You need to nothing.
An introduction would be great, what captsnuf not said some time ago, I painted my room blackboard paint, very sure what the producers called, but I was so worried that everything does not bother with primer ... always looks good, I have no difference with or without the stuff you want:) If you have patience, go! but not really necessary.
Everything you need to do is dry to P:
Be sure to sand the entire wall with plaster, etc. too bad, good luck!
